Paralegal Work: A Community-Based Approach to Fisheries Law Enforcement in Negros Occidental, Philippines

This case study examines three NGOs in Negros Occidental, Philippines that are working to enforce fisheries laws through community-based paralegals: the World Wildlife Fund (WWF), the Philippine Rural Reconstruction Movement (PRRM), and the Balayan. The study assesses two approaches to paralegal work: 1) directly implementing programs in the community or 2) facilitating the implementation of programs run by the local government unit. The study evaluates the programs with regard to political acceptability, social acceptability, the participation of the local government unit, the participation of the community residents, and the sectoral participation (including fisherfolk, women, and youth), in order to determine the overall effectiveness of the paralegal work.
